I use GCC 4.1.1 on my AMD64 and tried to compile it with:
FEATURES="-ccache" interactive=1 emerge scipy
(This depends on blas-atlas.)

I think of a problem with Fortran.

I don't know what I have to answer in this interactive mode, I always chosed the default one.

I think, this choose was wrong in the Fortran-part, because there was also a type of warning that the given command could not work.
I tried it a bit different:

So there seems to be no difference. But gfortran exists.

Oh, I see the problem:
hcompneu ~ # gfortran
gcc-config error: gfortran wrapper: Unable to determine executable.

I had a similar problem with x86_64-pc-linux-gnu-cc last time, so I think of a problem with my GCC-profile.

I now chose gfortran-4.1.1 in the fortran-section and the script seems to accept this.
I also chose to disable the Level 1 BLAS tune, don't know why I need it (or is this needed?).

This typically means that there was a problem while compiling
one of the libf77blas.a objects. Sometimes atlas' code generator
produces bad code that fails to compile (like on ppc). Grepping through
the log files produced by atlas for errors should reveal what happened.
If you post the relevant part I can have a look myself.
If this is the case you will have to file a bug with upstream. In the 
meantime you could try the (currently masked) 3.7.17 ebuild.

It compiles now for me.

The problem was simply the wrong Fortran-compiler, when I chose g77, it will not work, when I chose gfortran, it will also not work (because of this strange wrapper error; I think this is another problem with my gcc-profile: gfortran wrapper: Unable to determine executable), but when I chose gfortran-4.1.1, it worked for me.
Therefore this must be the error, a stupid fault my myself.

Perhaps there should be an additional check after the configure-process, which does some little checks. It could make it easier to see where the problem is and it could save some time.

I am also always forced to use the interactive mode for configuring. This is disturbing sometimes (perhaps in an automated update-process).

Great:) Yeah, those gfortran wrapper issues are
annoying. Strangely, I never experienced them on any
of my systems. Hopefully, things will stabilize soon.

Regarding your issue with the interactive configuration
you could try the (currently masked) 3.7.17 version
which has a completely reworked configure process.
It works great for me!
