It seems this problem is also known as 38 and 156, and was presumed solved. 
 
I have tried: 
 
emerge rsync 
emerge mplayer 
 
mplayer -dvd 3 -vo x11 
Encrypted VOB file (not compiled with libcss support)! Read DOCS/cd-dvd.html.

What version of mplayer ?  In theory it should work fine (does here).

Works for me, no feedback from bug creator.

Doesn't work here (same error as reporter.) Tell me what info do you need. I've this problem 
since ages and I'm forced to use ogle :-/
