Hi Please find attached csquotes-3.5.ebuild. As usual with tex packages from ctan, the csquotes.zip from ftp://tug.ctan.org/pub/tex-archive/macros/latex/contrib/csquotes.zip lacks version info in the filename and should be mirrored as csquotes-3.5.zip. This LaTeX package includes commands, environments, and user-definable `smart quotes' which dynamically adjust to their context. Quotation marks are switched automatically if quotations are nested and they can be adjusted to the current language.

We are about to change how TeX packages are managed, with a separate texmf tree. So for the time being, we won't be adding new CTAN packages unless there is a good reason to do so. Feel free to reopen if there actually is one :)
