The default fonts in KDE - Serif and Sans Serif lack some UTF (in my case Polish) characters, eg. ą, ę, ć etc. They should be corrected or replaced. I don't want to set other fonts in /etc/skel - the default font should contain all UTF-8 characters.
This is not a KDE bug.
