Ok, I was trying to install net-im/kopete 0.12.2 with this USE list (int /etc/portage/package.use file): net-im/kopete addbookmarks alias connectionstatus xscreensaver slp sms nowlistening
If you really want, report this upstream, but it's just an artifact due to kdenetwork module where kopete started. Also, kopete does not use if_ppp.h anymore at all. And when autoconf will finally change behaviour, we most likely be at KDE4 with CMake, and thus the warning is harmless.
