I tried to compile cairo with these flags:

[ebuild   R   ] x11-libs/cairo-1.2.4  USE="-X* -directfb -doc -glitz pdf -png* svg" 0 kB

This fails:

checking whether cairo's SVG backend could be enabled... no (requires --enable-png)
configure: error: requested SVG backend could not be enabled

It would be better, if the ebuild (and not configure!) would error out if svg USE flag is set and png flag is not set.

Fixed in 1.2.4 & 1.2.6
