the ebuild for arts 1.1 (KDE 3.1) does not work properly: it tries to download a
file named arts-1.1_rc7.tar.bz2, while te correct name is arts-1.1.tar.bz2

two things: 
-arts-1.1_rc7.tar.bz2 is ok 
-i renamed it to arts-1.1_kde-3.1.tar.bz2 (cause there were other users in #gentoo confused) 
 
kde released a arts-1.1.tar.bz2 since kde-3.1_rc4, so we had to rename it.
