Bug 14585 – Ebuild for IceWM 1.2.6

Here is the new ebuild for IceWM 1.2.6.  Somethings that changed is i18n support
is enabled by default.  Runs fin on my computer, along with the gcc 3.1 fixes. 
Can someone out there with a gcc 3.1 box see if these are still necissary.  I
wasn't the one who originally implimented them, but it compiles fine on my 3.2
box without using the patch.

Also, the apcc.c patch was worked into IceWM.
