The summary says it all.
/etc/limits comes from shadow which also provides limits(5)
I have sys-apps/shadow-4.0.15-r2 installed (what Gentoo system doesn't come with shadow?), but no limits(5) manpage.
it's in shadow-4.0.18.1 for sure, checking older versions isnt really of value
I only 'checked' shadow-4.0.15-r2 because that's what's stable on my system (AMD64). Also, shadow-4.0.18.1 isn't stable on most systems.

Apparently, when shadow is built with pam it doesn't install/use /etc/limits: $ equery belongs /etc/limits [ Searching for file(s) /etc/limits in *... ]
