Yesterday I performed an emerge --depclean, which apparently broke dispatch-conf, since it now gives the error:

  Error finding all RCS utils and use-rcs=yes in config; fatal

I did emerge -uDav world && dispatch-conf

prior to emerge --depclean, and dispatch-conf was broken immediately after.  I have no clue how to repair this.  I did make a backup of /etc prior to emerge-depclean, and enclose a diff below together with other stuff I recorded during the process.  I'm a big fan of dispatch-conf over etc-update, and any help is much appreciated.
