Wesnoth 1.1.8 is a development version, and its not even in portage.

Same problem here, on a ~amd64 machine and on a ~x86 one.
I've managed to emerge use disabling 'nls' flag, because as you can see, it has something to do with `/var/tmp/portage/wesnoth-1.1.8/work/wesnoth-1.1.8/po' directory, which is the one containing localization files.

It does say "Don't even think of filing bugs about these versions." in package.mask

Indeed.

I mean it.   I don't want to hear about the beta versions.  They're there for fun.  If there's more whining, I'll take them back out.
