Application generated data goes into /var, not /usr, so your cache should be there as well (it's a question on the dev quiz even ;)).

Also the portage team wishes for the hook to be opt in either via a useflag or a note to users to +x the script as was discussed on irc a few days ago.

portage-utils does not care if it's /usr or /var or /sbin /dev or otherwise.
What matters is that it defaults to saving it's cache in $PORTDIR

- added a note about how to disable the reinitialize script the first time it gets installed in case anybody finds it to be an inconvenience.

portage-utils-0.1.21 no longer installs the reinitialize script with the +x bit.
