Application generated data goes into /var, not /usr, so your cache should be there as well (it's a question on the dev quiz even ;)). Also the portage team wishes for the hook to be opt in either via a useflag or a note to users to +x the script as was discussed on irc a few days ago. Thanks,
portage-utils does not care if it's /usr or /var or /sbin /dev or otherwise.
