I don't think bcm43xx-fwcutter should create the /lib/firmware directory.  It's a generic directory for firmware for any udev loaded firmware.  If anything, udev should create it.  If you disagree with this, feel free to re-open the bug.

I'm getting the same issue on 2006.1.
