dev-util/global-4.5 does not include a few scripts distributed with the source
code. These scripts are not always essential for the global, but useful especially
for emacs/xemacs users.

    To add the global scripts to apply emacs/xemacs, nvi and bash
    To add default configuration file to /etc/gtags.conf

thanks for finding this bug. I will be able to port this to the elisp.eclass and use the emacs USE flag
