It sounds like the old bug number 315.

checking for xfs/libxfs.h... yes
checking for libxfs_init in -lxfs... yes
checking for xfs/handle.h... yes
checking for attr_list_by_handle in -lhandle... no

FATAL ERROR: could not find a current XFS handle library.
Upgrade the xfsprogs-devel (rpm) or the xfslibs-dev (deb) package.
Alternatively, run "make install-dev" from the xfsprogs source.

this should now be fixed.  bad libtool, bad!
