I went back and forth on this numerous times, but every time I tried to emerge
prelink with libelf installed, it would fail on the layout2 test (all others
worked fine).  So I tried to emerge prelink-20021213 and it complained about not
having elfutils (I thought the two were interchangeable for the most part??).

I unmerged libelf and emerge elfutils - everything compiled perfectly, all tests
passed with flying colors.

libelf is too old, and cause prelink to break.
