Since 0.19 version of mythweb, part of the config is in .htaccess using php_value and php_flag.
Current webapp install protect config/ directory. It should also protect .htaccess file

This bug seems to have resurfaced. The most recent bugfix to make the .htaccess server-owned lost the "webapp_configfile .htaccess" line, so now the .htaccess is clobbered in an emerge.
