This bug really dosen't belong here as its not an "offical Gentoo package." Paludis does have its own Bug Tracker though if you would like to report it there. Odds are Ciaran (creator of Paludis) will actually see it there. https://developer.berlios.de/bugs/?group_id=6360
It's an ebuild in the official Gentoo tree, so there's no reason not to file bugs here. In this case, the bug wasn't even in Paludis, but in the glibc ebuilds. Anyway, it's long fixed.
