The media-fonts/culmus package installs a fontconfig configuration file at /usr/share/fonts/culmus/culmus.conf, but that file is not included in the main fontconfig configuration file. Also, the /etc/fonts/fontc.conf file refers to the "Frank Ruehl", "Nachlieli" and "Miriam Mono" fonts, when in fact their names are "Frank Ruehl CLM", "Nachlieli CLM" and "Miriam Mono CLM" respectively. This issue is very important for Hebrew speakers, since it makes all the difference between banging your head on the keyboard, and "It Just Works".
I added 101-r1 which puts the config file in the correct place (/etc/fonts/conf.d). This should be automatically be picked in newer versions of fontconfig (not completely certain 2.3.2 is new enough though). Thanks for the report.
