Could you update layman to make sure that it's mandatory to include contact details for an overlay?

force breakage to users is a bad idea. There is a QA checker for gentoo org which can be extended to do this.

Mandatory now with layman-1.0.7 (check can currently still be disabled by setting "nocheck").
