This happened because there's an etc-files entry in the XML file with a blank filename, which makes it try to write to /etc/, which is why it's complaining that it's a directory. I've added some code to CVS that skips these entries, although they shouldn't really be there to begin with. What frontend did you originally create this install profile with?
