where did you found information that this is not a gentoo only problem? i searched for informations about it but didn't found something usefull.
I had the same exact error on debian, and our libdvdcss is mostly vanilla, so it's likely an upstream problem, unless otherwise proven.
You had? this error, so how got you out of it?
I used xine, that used a different libdvdnav and worked fine for those DVD.
