if people want to use a different compiler, then they should manipulate CC ... toolchain selection shouldnt be handled via USE flags

the use flag should stay in my eyes. SmartEiffel ignores the CC variable and uses the c compiler which it is set up for. One should probably add more use flags - for each c compiler supported by smarteiffel.
