Because those mv's and ln's won't work with sandbox enabled. Some more comments: You shouldn't put anything in /usr/local. You shouldn't touch files not belonging to your ebuild.
- the header is broken - empty inherit??? - this will horribly blow up w/ sandbox, as noted - nothing ever goes to /usr/local, as also noted above - the einfo thing goes to pkg_postinst()
