After reinstall media-libs/jbigkit, I can install netpbm. In ebuild file,there is clearly writen that jbigkit is needed for netpbm. My system uses xfs file system without UPS, and my system was once down. So, I think jbigkit is lost when system is down. Sorry to waste your time.
