I couldn't emerge 'mod_php' because of lack 'php-4.3.2-fopen-url-secure.patch' file. I tried many mirrors. Help.

sounds like a problem with the php ebuild.  (or a pebcak error)

pebcak error. :)
That patch was only used for the old and now removed dev-php/php and dev-php/mod_php ebuilds.
Please see https://forums.gentoo.org/viewtopic-t-436285.html for more info, and emerge --sync as soon as possible, since those ebuilds don't even exist anymore, which means you either are relying on some old Portage snapshot or haven't synced in >3 months.
