Two things I noticed:

--> ">=sys-devel/gcc-config-1.3.12-r4" Is not present in the tree.
--> #>app-cdr/dvd+rw-tools-5.21.4.10.8 Is a line in /etc/portage/package.mask.

And the second is considered WEIRD.

Screen:

emerge -pu world

sys-devel/gcc-config-1.3.13-r3 is *stable* on all arches, not package.masked. Kindly fix the mess in your /etc/portage files. And you failed to post emerge --info either.
