It looks like this header file is created during compile:

Do you see this anywhere in your compile output?

I got in touch with naim's developer, and he suggested that I build manually (outside of portage). conio_cmds.h was built successfully.

hmm...
it seems like naim can't be compile with MAKEOPTS > 1,
replace emake with make without any special options solve this problem...

The problem is the same as this bug report, where I was compiling -j3 on a 2 CPU system.  Setting -j1 makes everything work just fine.
