The ntpd startup script (/etc/init.d/ntpd) doesnt check for errors and report them properly. If the server fails to start (ie. bad config), noone notices.
that's the way ntpd works ... i dont know of a way to check this without some big ugly hack involving `ntpd -n` and backgrounding/killing if you have a workable idea i'd love to hear it, otherwise it's going to stay like this
