Consider adjusting the PKG_CONFIG_PATH environment variable if you
installed software in a non-standard prefix.

Alternatively, you may set the environment variables XDAMAGE_CFLAGS
and XDAMAGE_LIBS to avoid the need to call pkg-config.

Do you have libXfixes installed right now?  If not, does 'emerge -p libXdamage' say it will install libXfixes?

In any case, emergeing/re-emerging libXfixes should solve this.
