I think is is namely the `.

can you please describe the problem better?  I don't understand what you are saying.

open a terminal window in KDE.

output of emerge --help config gives the following command:
find /etc -name `_cfg????_*`.

This command does not work in the terminal window of KDE (super user mode).

This command does work, if I switch to rext console (CTRL+ALT+F1) (in super user mode).

You need to use ' not `.
` is a backtick and has a special meaning in bash
' is a quote character.

Seems like you enabled deadkeys. Do you have us_intl layout (xorg 6.x) or us layout with alt-intl variant (xorg >=7)?

Actual xorg version is 7.1.
