Hotplug and coldplug are part of udev now. There are several guides that need to be updated to reflect that. Consider this a tracker bug. Here are the ones I've discovered so far:

So? They're not deprecated yet. The hope of the developers is that they will be, but they still run as separate services. It all depends on your kernel version, and the timeline of future kernel releases as well as when those changes are incorporated into the Gentoo system.

I actually fixed this a month or so ago in preparation for the new release. All docs, no more coldplug or hotplug.
