while trying to install RFC::RFC822::Address, it fail with the folowing error :
emerge: there are no ebuilds to satisfy "RFC-RFC822::Address".

If you run a 2nd time the g-cpan command :
# g-cpan -i RFC::RFC822::Address

It works.

To fix it, simply add a "Global" substitution in the wanted package name.
