/lib/udev/bluetooth.sh contains direct calls to /etc/init.d/bluetooth start|stop|status and may lead to unexpected results if using initng and plugging/unplugging a hci device.

I does seem like the wrong thing to be doing.  Better to be always running bluetooth services if there is the possibility that you're going to be hotplugging hci devices IMHO.  It does of course waste resources (not much ordinarily though, since it will be swapped out unless you're running a NAP etc).

The only issues here are uart HCI devices which need "hciattach" and dund or pand services.  I've actually just written a network module for handling bnep (pand) network interfaces which helps.  hid2hci etc can be triggered directly on HCI device hotplug events without need to start and stop the bluetooth service.
