I update glibc from 2.4-r1 to 2.4-r3,
and my locale disapper, I have to do
localedef -i ru_RU -c -f UTF-8 ru_RU.UTF-8
to fix the problem.

Post the contents of your /etc/locale.gen (or /etc/locales.build) if any, and reopen then.

So... what exactly are you complaining about here? You don't list the locale in either of the files, so you won't get it. 

You can create any locale later, see 'man locale-gen'. If you want some of them created automatically during emerge, then fix your /etc/locale.gen (and delete the deprecated /etc/locales.build file when done).

emerge -pvuD wolrd broke my system,
yes, I know about locales.gen, but I knew about that 
_after_ I broke my system, I should know about this _before_.

And I have 
$echo $LINGUAS
en ru

and I expect that at least thats language will be supported,
including locale generation.

At now I wrong, but why not handle LINGUAS properly,

why not enhance glibc ebuild to handle LINGUAS?

why I should edit billions files to force system do simple thing:
support russian language.
Why not just set  LINGUAS and thats all?

Because glibc ebuild never honored LINGUAS and never advertised that it did. Don't know where did you find the idea that it did.
