I don't know if it's because of portage-2.1, but on trying to emerge the package in subject I get:

!!! All ebuilds that could satisfy "quake1" have been masked.
!!! One of the following masked packages is required to complete your request:
- games-fps/quake1-2.40-r1 (masked by: missing keyword)

and looking in the ebuild it has:

KEYWORDS="-*"

What do I have to do to emerge the package?

I think this is a valid issue, which I've continued in bug #136971.

I was implying that there is no info in the ChangeLog as to why it's KEYWORDS="-*"

Are you trying to say that this package shouldn't be used?  If so, why not in package.mask with an explanation?
