I can emerge kdmtheme without any problems (USE="debug"). 
When I try to run it as root, it seems to work without any problem. 
When I try to run it as a normal user, kcontrol would crash.

Same problem here, without the debug use flag.

Steps of reproduction:
1) emerge kde-misc/kdmtheme
2) run kcontrol
3) select the System Administration -> Kdmtheme plugin in the tree

Actual result: kcontrol crashes even before any of the 

Expected result: kcontrol not crashing and opening up the ktheme plugin
