The bug referred to by Daniel is different. In that case the gcc profile seems to be broken, leading to one of the standard c files to not be located. (These files provide a C compatible environment starting with the linux ABI). That is however not related at all to this bug. You will have to remerge apr-util as the error message says. Unfortunately portage does not support useflag dependencies yet.
