Hi, I think it makes sense to make those available to normal users. We will be using them for different overlays like follows: Keywords| |InOverlay Status Whiteboard| |[webapp-overlay] This way it is possible to see in which overlay the ebuild can be found. At the moment users have to ask a developer for bugs they did not file to get it added. Please change that to allow us working with overlays more efficiently. I would like to have this in general so that we do not have the additional hassle of going through infra for everyone. I do not think that people will abuse those but others might think differently.

There isn't a setting for opening up status whiteboard/keywords for regular users. Can you attach a screenshot that shows those fields not showing up for a !gentoo.org user?
You tried to change the Keywords field from to InOverlay, but only the assignee or reporter of the bug, or a sufficiently empowered user may change that field. However, they show after initial commit, but users cannot change non-owned bugs. Personally, I think that is proper. JM $0.02
