The following forums thread discusses the problems I and other users are having
with ntp since at least 4.1.1b-r3 and possible (if I recall correctly) the prior
release:

There is also a thread on gentoo-user dealing with the same issues, and most of
the advice offered seems to have failed to solve the problems.

Obviously _someone_ knows how to make ntp work or it would be masked, so why not
at least write a README with a couple of paragraphs explaining how to configure
it and drop it into /usr/share/doc/ntp*?

While I'm complaining, where are the man pages? Sorry, but HTML documentation
bites the big one, in my opinion.

i really dont see how people are messing up their conf.d/ntpd files since it has comments 
above each variable explaining what they should be set to ... 
 
as for the man pages, the default ntpd doesnt come with them, but ill see if i can find a utility to 
convert them or something

There seems to be some confusion about the use of ntpdate, and the config files
/etc/ntp.conf and /etc/conf.d/ntpd.

Looking at /usr/portage/net-misc/ntp/ChangeLog it seems there have been some
changes to the configuration files, but I'll be darned if I can tell you exactly
_what_ they are or what changes I should make to my configuration to make things
work again.

I'm not the only one having these problems, that should tell you that there's at
least a documentation bug here.

well if the new comments in the configuration files arent enough, i really dont know what it 
would take for users to understand ntp short of telling them to RTFM 
feel free to comment but i feel the new files are enough

FYI, I've created an XSL stylesheet that can convert the ntp 
HTML docs into normal manual pages. See the following bug:
