This is yet another "bug" caused by the removal of users/groups from the default /etc/passwd. In my recent catalyst stage3 builds, shadow is set to be emerged right after openssh. However, openssh adds a user/group, which causes it to fail since shadow hasn't been emerged yet.

Adding shadow to the DEPEND "fixes" this problem. Also, it makes sense for openssh to require shadow for login purposes.
