Here's my emerge info, the error bit is about 130 lines, i'll attach it in a comment.

Error message from failed src_test

It looks like something is missing and, therefore, it can't find the files (which is why its giving the error 404). I'm attempting to reproduce the error at the moment.

I have not been able to reproduce this error on my box here.

i can't reproduce it either on amd64 (test completes fine), but my USE is much more restricted (using minimal( than this one (no gdbm, ipv6, mysql or php) but including the recommended pcre which is missing here

please test 1.4.13-r1.
it works for me.
