FEATURE="userfetch" is dependant on userpriv but there isn't any warning if it isn't set. Would it be possible to add a message in that case? This is in reference to Bugs #74797 & #133977. Bug #133977 is a documentation bug and the make.conf man page has a note about userfetch but it should mention the userpriv requirement. /etc/make.conf.example still has no mention of it.
There's some logic portage.spawn() that causes the droppriv argument to be ineffective unless userpriv is enabled. I'll remove that requirement so that userfetch works regardless of whether userprive is in features or not.
This is fixed in svn r3387.
This has been released in 2.1_rc2.
