I can't reproduce this with current stable portage (2.0.54-r2), but I can reproduce it with the unstable portage version you are using (2.1_rc1-r2).

Is it possible we have a portage regression here ? I'm curious to read what our portage people have to say about this.

It's not a regression.  It's a valid QA check that doesn't exist in 2.0.x.

I'm able to reproduce the problem locally.  The src_install() of the ebuild is creating ${D}/${D}/usr/share/man and that's a bug in the ebuild (or upstream) on the following line:

make DESTDIR=${D} install || die "install failed"
