emerge -unD world fails; gnome terminal fails; to virtual terminal;
where:
Emerging the individual packages that were cited as "unable to resolve " "unable to download" also failed with the same messages.
Using links http://www.gentoo.org/usr/portage/distfiles/'broken file's name'.tar.bz2 and saving the result to /usr/src/portage/distfiles/'broken file's name'.tar.bz2 has so far repaired each breakdown for me and allowed me to resume emerge -unD world from the point of last crash.
I presume that LINKS is using a different form of resolution than emerge uses and thus finds the files that emerge can't. Perhaps LINKS actually downloads from Gentoo.org and does not need to resolve?
Bad locations exist at patch-2.5.9, manpages-2.30, binutils, udev, ncurses-5.4, and sandbox so far.
no emerge -info provided as highly unlikely to be relevant and am sending from windows box

All of them download fine here. Change your mirror. Unless you post which mirror is missing them, nothing we could do here. Also, if your DNS is broken, there's really nothing we could do here.

DNS is working just fine, thanks. 
LINKS is the name of the browser i am using in a virtual terminal to download the files that emerge cannot download because it (emerge) cannot "resolve the file" on any of the dozens of mirror that it tries one after another.
As previously stated; after forcing past each crash point by using a manual download I am able to restart emerge; resolving and downloading on the mirrors proceeding just fine until the next crash point (missing file).
DNS is resolving the assorted dozens of server names just fine. Links can find the distfiles directory on mirror servers just fine.
How many mirror sites fail-all. But only on the particular files. How many mirror sites work-all. But not on the particular files.
I will try to explin again:
emerge will work just fine for many files, then it will fail on a particular file. It (emerge) will then try mirror after mirror after mirror failing on one after another to resolve the file and to download the file.
I will then use a WEB BROWSER, LINKS, to download the file that emerge could not find and download it. This means the BROWSER does find and download the file that emerge could not find on the mirrors. It appears to find it and download it from www.gentoo.org/usr/portage/distfiles where i directed the browser. I then restart emerge -unD world, it picks up, touches the onboard copy of the file i downloaded manually, uses it, and resumes using the mirrors to find and download lots and lots of files until it reaches the next failing file. It (emerge) then cycles through all(?) mirrors and finally announces failure. And back to LINKS ...

mysql 4.1.19 available nowhere (including distfiles.gentoo.org/distfiles [correct gentoo address for finding previous missing files, misremembered earlier]) noway
mysql 4.1.19 patchset and mysql 4.1.14 patchset only available at one mirror site gentoo.longitekk.com and only by manual download. Needed the 4.1.14 patchset after using package.mask to block 4.1.19

Either post the failing mirrors or stop reopening this bug.
