The version of bibtex2html in portage is 1.70 (release: 30/6/2004). Since then there have been various bugfixes (versions 1.71 to 1.79). Version 1.80 was released 15/3/2006. 

Version bump only requires the rename of the ebuild, i found no other changes were necessary.

Would be nice to see 1.80 in portage.
