I have recently changed to portage-2.1_pre9-r5 and while updating to gcc-4.1.0 had   emerge -e world stop at kate.  The reason given was that kate required that qt and kdelibs be compiled with the same glibc and compiler.  The world update did compile qt, but did not add kdelibs to the list.  'emerge kdelibs' worked with no problem at which point kate had no problem.

is in kde-meta-3.5.2...is that what you are using?

I can't picture this happening and I can't reproduce it, it may just be some flaky cache erorr.

There seems to be more than just kdelibs, also kmplot and klettres are not included in world update.  

Could it be something in the kde*.eclass?

Not with kde-3.5.6 and portage-2.1.1-r2.

In portage-2.1.2 the merge order calculation is optimized to prevent issues like this.
