configure: error: External ffmpeg library not found.

You can try to specify prefix of ffmpeg library by the option
--with-external-ffmpeg=prefix, or to specify custom FFMPEG_CPPFLAGS
and FFMPEG_LIBS.

If you would like to use the internal ffmpeg, please remove the
configure option --with-external-ffmpeg.

I check the other ebuilds and this applies to the other ones too.

I check the error and it seems like this fix it.

Run revdep-rebuild, your ffmpeg copy is broken and xine can't link on it.

Your patch reverses the logic of the ffmpeg flag that's already correct as is. The dependency over ffmpeg is stated correctly.

revdep-rebuild didn't fix the problem for me, but manually re-emerging ffmpeg worked.
