'attachment option only appears after the bug have been submitted,
which made things happen like in http://bugs.gentoo.org/show_bug.cgi?id=131544
where the bugmaintainers moan and groan about the nothingness moments before the
attachment got added... and yes, I had bandwidth and CPU shortages today
whichs adds latency :(

Moving open bugzilla bugs to the new bugzilla group (because I'm about to stab lots of these bugs).

Can't easily include attachments with the same page, unless you massively AJAXify Bugzilla.
