I did test and the package did compile and install fine without the doc flag on.  So either the package is missing a dependency other then docbook-sgml-dtd or something.

Ok, playing around with every ebuild for this package, and I am not getting anywhere.  Strange part is, I am getting the same exact problem on all of the ebuilds.  Checking on the Makefiles on all of them, there isn't any difference to the command to process the documentation.  Also I checked on the manual.sgml, and I noticed that all of them use docbook version 4.2 except the oldest version which uses 3.1  So I am edging to a missing dependency.

emerge -v1 opensp sgml-common libtool

This solve problem for my, try someone rebuild only one by one package to get which of them cause the problem.
Is there someone who may check where problem wos and say which packages need rebuild too?

I am doing so now; so it will be about an hour till it gets down roughly (including some room for debugging if needed).

Well after going through and recompiling thoose packages (not in the order listed, sgml-common fixed my problem right after it was recompiled.  Strange thing is I know it wasn't a bad library, as I have been running revdep-rebuild quite often to fix a different thing that I was breaking (seeing on if gstreamer needs to be slotted or not).  Right now I am guessing it may have been corrupted catalog files for sgml, which was the problem for me.  So, I sggestion rebuilding that package first then the other 2.  The versions of thoose 3 tools that I used are:

[ebuild   R   ] app-text/opensp-1.5.1  USE="nls" 0 kB
[ebuild   R   ] sys-devel/libtool-1.5.22  0 kB
[ebuild   R   ] app-text/sgml-common-0.6.3-r5  0 kB

Just remerging sgml-common (0.6.3-r5) did the trick for me indeed, didn't have to touch the other packages

well then it looks like there is a good chance that all it was, just some corrupted catalogs.  I wonder what package corrupted the catalogs in the first place and fix that ebuild.

well, I guess we can close this bug, as the problem is fixed for now since there isn't any changes in the ebuild needed.  As for my comment in #10, that should be in a different bug as it's a problem in a different ebuild.

Yes, remerging app-text/sgml-common fixed it for me. Great work Pinky!

I'm closing this bug; if anyone still has similar issues after remerging sgml-common please open a new bug. Similarly if anyone can work out how/why sgml-common got corrupted.
